Thinking more of bullying in institutions I will refer to a film many may have seen and others heard about. The infamous 'Scum' which detailed life in a British Borstal establishment and showed the feral nature of many of the offenders, but also some quite depressing failures of the system.

A liberal approach to such people has led to a rise in the numbers of them, to what we have today - teetering on the brink of anarchy. Any breakdown of civilisation will bring these type of people to the fore, we can be assured of that. We saw it with the rioting just two years ago. They're still there, just under the radar, ready to erupt again.

The hardline approach depicted in 'Scum' still didn't reform the worst cases. In addition it seemed to breed equally brutal officers, world-weary and negligent. It seemed they had all but abandoned any thoughts of rehabilitation and were there simply to administer harsh discipline and punishment. Borstal was after all, about punishment. But there were undoubtably young people who were wrongly caught up in such a strict net. Theirs was a far more terrible fate than it should have been. Just watching 'Scum' makes one feel more inclined to liberalism.

Do not watch the film btw if one is sensitive, this particularly aimed at females. Not that there's a link to any video here, but a general article.
